The Third Annual Spring Golf Outing was a tremendous success! We shattered our donation from last year and far exceeded our goal of $2,500 thanks to all the players and sponsors of the event.
Proceeds are again going to Happy Days & Special Times, a special local charity for children with cancer and their families. This year we are proud to present Happy Days & Special Times $3,075 resulting from our outing!
We sincerely appreciate the efforts of Jack Skipper (BetzDearborn) for working on event coordination. Thanks go out to everyone for their support, sponsorship and participation!

If you do not have email but have a computer with a modem, you can get a FREE EMAIL ACCOUNT from a service called Juno. You can receive the software by calling (800) 654-JUNO. (There is a charge of $8.82 to receive a Juno disk through the mail.) They do not charge for the software itself, much less for the service -- both are free. They do ask, however, that people cover the cost of getting the software to them by mail, if they prefer to get it that way. You can also get the software free from someone with internet access. WHERE HAVE WE BEEN?
September, 1998 marked the 3 year anniversary of our efforts to organize and start up Charleston Chapter 186. We started with a handful of interested individuals (5 or 6 at organizational meetings) and now enjoy a membership of over 50!The following is a list of facilities we have toured since February, 1996:
Cummins Engine, Chem-Marine Terminal, Futrex, Alumax, Showa Denko Carbon, Bayer Dorlasten Facility, Robert Bosch, Albany International, Nucor Steel, Blue Circle Cement, Albright & Wilson, Post & Courier, SCE&G Williams Station, Gates Rubber, Williams Technologies, Charleston Place Hotel, Westvaco, Bayer Waste Water Facility, USPS Charleston Processing and Distribution Facility, GS Roofing, Coburg Dairy and Okonite Cable.

DHEC Air Regulations May Affect Operation and Maintenance
Activities
Several industries are questioning DHEC's authority for O&M oversight. In fact, DuPont Nylon is in the process of appealing a recent construction permit primarily for this reason.
How will this affect facility engineers? Additional record keeping will be required. Any changes you make to O&M procedures for air pollution control equipment will have to be documented and submitted to DHEC as a modification to your O&M plan. Furthermore, if scheduled maintenance activities are not performed exactly as specified in the O&M plan, even if there is technical justification, your facility could be subject to a permit violation. If it is a federally enforceable permit, you may also be subject to other penalties including citizen suits.
What can I do to prevent this? First, you should carefully review any construction permit issued to your facility by DHEC and request that this permit condition be removed. Secondly, you can write a letter expressing your opinion of this issue to:

Targeting Members -- One of the benefits of the change from AIPE (American Institute of Plant Engineers) to AFE (Association for Facilities Engineering) was opening membership to more than just "plant engineers". Our local chapter has not yet reached out to commercial and institutional facility managers and engineers. With the number of hospitals, colleges and office buildings in our area, there are many facility professionals who may be interested in networking and joining our organization.
If you know managers or engineers in a commercial or institutional facility or if you are a supplier to these professionals, please invite them to join us for a tour as a guest. If you know someone we should add to the newsletter mailing list, please contact one of the officers.
